On September 21, 1987, at the invitation of Caucus Chairs Tom Lantos and John Porter, the Dalai Lama presented his Five Point Peace Plan which called for: Tibet to become a zone of peace; the end to the policy of population transfer of Chinese onto the Tibetan plateau; respect for Tibet’s environment and removal of all nuclear weapons and facilities from the plateau; and the commencement of earnest negotiation on Tibet’s future.”
